Understanding CAT A to CAT B
Every client’s need is different. A CAT A fit-out prepares a shell-and-core building for occupation—mechanical and electrical systems, raised floors, suspended ceilings, and core finishes. CAT B fit-outs take it further, providing partitioning, joinery, lighting, finishes, branding, and furniture installation to create ready-to-use workplaces. Our teams handle both levels seamlessly, coordinating services, specialist trades, and suppliers to achieve a cohesive final result. For clients requiring bespoke schemes (often known as CAT C or turnkey), WHL Projects acts as single-point partner from design to hand-over.
Technical delivery
We plan each fit-out as a live-environment project. Noise, dust, access and programme are controlled through detailed phasing plans and clear communication with building management and tenants. Core activities include:
Electrical installations are NICEIC-certified, and mechanical systems are Gas Safe–approved. Every element is tested and documented within the hand-over package.
Energy efficiency and wellbeing drive modern workspace design. We integrate low-energy lighting, smart controls, and materials with low volatile-organic-compound content. Daylight modelling, acoustic performance and air-quality standards are reviewed early to ensure the finished environment supports user comfort and regulatory compliance.
All projects conform to current Building Regulations, Part L and Part F for energy and ventilation. Finishes comply with BS 476 and EN 13501 fire classifications.
WHL Projects is a member of the Chartered Institute of Building (CIOB) and operates ISO-aligned quality and environmental systems. Our sister company, WHL Surveying & Engineering, regulated by the Royal Institution of Chartered Surveyors (RICS) and the Institution of Civil Engineers (ICE), provides measured surveys, structural input and design verification—ensuring professional assurance across all technical disciplines.
We manage live building fit-outs daily. Detailed risk assessments, out-of-hours working plans and strict permit-to-work procedures maintain safety for tenants and visitors. Fire-alarm isolation, temporary protection and phased working prevent disruption while maintaining programme pace.
All operatives hold CSCS or trade-specific qualifications, and site managers carry SMSTS certification.
