Local Authority Works

WHL Projects partners with local authorities and public-sector clients across the UK to deliver refurbishment, structural, and planned-maintenance projects. Our experience covers schools, libraries, civic buildings, leisure centres, and housing stock — from emergency repairs through to large-scale capital works.

Our services

We provide end-to-end contracting for:

Each project is delivered with clear communication, transparent cost management, and strong site control. We work under framework agreements, term contracts, and one-off tendered projects, providing consistent service to property teams and estates managers.

Working in public environments

Public buildings remain operational during most of our projects. We plan every phase to minimise disruption to staff and visitors, implementing safe segregation, temporary access and clear signage. Our teams are trained in public-interface awareness and carry enhanced DBS checks for works in sensitive locations such as libraries, leisure centres, and schools.

Noise, dust, and vibration are controlled through careful scheduling and protective measures. We maintain full compliance with CDM 2015 and local authority health-and-safety policies.

Quality, compliance, and governance

All works meet current Building Regulations, Approved Documents A, B, L and M, and applicable British Standards. We ensure that fire doors, compartmentation, accessibility, and energy-efficiency upgrades meet statutory obligations.

Our internal QA process includes photographic progress reports, specification checks, and independent inspections where required by client-side consultants.

WHL Projects operates ISO-aligned quality, safety, and environmental systems. We are a member of the Chartered Institute of Building (CIOB) and uphold the principles of transparency and integrity that underpin public procurement frameworks.

Sustainability and community benefit

Local authority projects carry wider responsibilities. We aim to leave a positive legacy on every site — hiring local subcontractors where possible, offering apprenticeship opportunities, and recycling or reusing waste materials.

We specify low-VOC products, sustainable timber, and recycled aggregates to align with local carbon-reduction strategies.

Health and safety

Our site teams deliver under strict safety plans tailored to each building’s occupancy type. Site inductions, toolbox talks, and daily inspections ensure a safe environment for both the public and our workforce. Temporary works, scaffolding and lifting operations are managed by competent personnel and certified third parties.
